Luke Bowen

Luke Bowen is Director of Best Care Improvement and Systems at Western Health, where he leads organisation-wide improvement, governance and transformation initiatives across Victoria’s second largest health service. He is also Program Director of the Safer Together Program for the West Metro Local Health Service Network, working in partnership with health services, Safer Care Victoria and the Department of Health to improve outcomes for patients and communities.

Luke has held executive leadership roles across quality and safety, clinical governance, patient experience, consumer engagement and organisational improvement. Previously, he served as Director of Patient Safety, Experience and Clinical Excellence at Austin Health, where he led accreditation, clinical governance and statewide patient safety initiatives.

A Certified Health Manager and Fellowship Candidate with the Australasian College of Health Service Management, Luke holds qualifications in business, clinical governance, theology and spiritual care. He is an Associate Lecturer with the University of Divinity and Past Board Chair of Spiritual Care Association. His professional interests include learning health systems, improvement science, translational simulation, leadership and the translation of evidence into sustainable system improvement.
